How can the Magic Jack work without using a phone service, when you have to use the phone service for an ISP ?
MJ uses any broadband internet connection. Now, if you have DSL, you probably have phone service from the telephone company because most require you to have phone service before getting DSL. If you live in an area where you can buy unbundled DSL service, then you could have DSL but no phone service from the local company. In that scenario, MJ will work and it makes sense. MJ is obviously attractive to people with cable internet service because it ditches the phone company all together. By the way, cable internet works better and is capable of much faster speeds than most DSL serivces.
There is one caveat to MJ that you must consider. It requires you to have a running PC at all times in order to make/receive calls. You can't turn off the PC that MJ is plugged into. For many people, this really isn't practical. For this reason, a more traditional VOIP product is MUCH better for most people. For instance, Vonage is a great VOIP product, plugs directly into your router and no PC is required to run the service.
